Zakat Bill Set to Bring Historic Reform, Says Dr. Shaheem

Minister of Islamic Affairs & Chairman of Maldives Zakat House, Dr. Mohamed Shaheem Ali Saeed, has described the government’s proposed Zakat law as a “blessed page” in the Maldives’ Islamic history.

Speaking on the bill recently submitted to Parliament, the Chairman said it aims to strengthen the administrative
system for collecting and distributing Zakat, ensure transparent management of the Zakat fund, and establish a robust modern framework under legal jurisdiction. Once enacted, he noted, the law will bring the Maldives’ Zakat system firmly under legal oversight for the first time.

Dr. Shaheem highlighted that the bill was drafted in line with international best practices, drawing on the successful models of advanced Islamic nations such as Malaysia, Kuwait, the UAE, and Egypt, all of which manage their Zakat affairs through legal frameworks.

He further explained that the proposed legislation would enhance state operations and allow Sharia-compliant investments from the Zakat fund, enabling the free provision of services to eligible recipients. This, he said, would modernize Zakat management in step with contemporary needs, help eradicate poverty, and promote social prosperity in the Maldives.

The Chairman emphasized that introducing a Zakat law is part of President Dr. Mohamed Muizzu’s broader vision for national development. He expressed gratitude for the President’s strong commitment to strengthening Islamic affairs.

It is noteworthy that one of the first initiatives of President Muizzu’s administration was the establishment of the Maldives Zakat House — a dedicated institution to improve Zakat administration and increase public awareness. As a result, 2024 recorded the highest collection of wealth Zakat in the nation’s history.
